I always like using some more out of place Elites on some of my characters. They may not be "the best" but I have my own personal reasons for using them.
Cleave - I found that skills with high adrenaline costs are pointless in most PvE situations, since most mobs die before you get enough adrenaline.
Shatterstone - Due to a personal vow to stay away from Fire Magic on my Elementalist, I tend to use Water Magic. It's just a great skill for blasting almost anything.
Locust's Fury - When used with Critical Eye and Critical Agility, you can dish out some amazing damage.

I don't know if this is an underrated skill, but it's not one I bring with me a lot - Shatter Hex.
I had that active from when I did Tihark Orchard in HM (the Palawa/Turai battle scene, so I brought hex removal) and forgot it was still in my skill bar. I was doing Frogstomp to unlock Hayda on my mesmer, and quite a few were around me hexing me. So I realized I had that on me, so I used it. I completely forgot it dealt damage to nearby foes. It actually saved me. I'm going to use it again! hehe

I bring Mark of Rodgort a lot of the time, I just don't like the 15 energy req. But with energy storage and Glyph of Lesser Energy, it's all good.

I use this on my assassin, Strength of Honor (on a hero), order of pain (on a hero), dark fury (on a hero), locust's fury, critical eye, critical agility, Save yourselves! and brawling headbutt.
you hit so often there are constant dagger noises going on, and you can keep SY! up indefinitely, not to mention doing massive damage and knocking down every second or two

I don't care if you are a smiter monk, this skill belongs on your bar. Any monk without ps needs to stop playing a monk.

As long as one monk has it, its enough. Having more is redundant because you will usually cast it simultaniously on the same character.

Flurry, on my warrior. (Namely me)
My build for PvE needs fast attacking more than fast attack-damaging for adrenaline gain. Besides, my build does will enough with out the extra damage from IAS. I can KD quite constantly and the damage from the skills I use aren't affected by the base damage deduction Flurry causes. Plus, I have SY! that I can spam constantly without a problem while under Flurry and the skill combo for gaining double adrenaline for a long while.
12 guesses on what PvE warrior build I'm using.

Also quoted for truth, I completely agree with you! PS is so useful if at least one person in the party has it.
I, myself, would like to add Mental Block. I don't know if its under-rated or not, but i find it extremely useful on all characters. It blocks those annoying incoming attacks well!
Plus it recharges frequently so.. why not?

Soul leech - Its fun to see caster keep casting then take a nice dirt nap afterwards.
Feast Of Corruption - Arcane echo this thing and see what happens to their health.

Hundred blades.
Along with order of pain, mark of pain, and whirlwind attack, it's pretty damn good at blowing up mobs.
